What does PPWR (Packaging and Packaging Waste Regulation) mean?

The PPWR (Packaging and Packaging Waste Regulation) is a proposed EU regulation governing packaging and packaging waste. It will replace the existing EU Packaging Directive 94/62/EC and become directly applicable law in all Member States — without the need for national implementation acts.

The main goals of the PPWR are: Reducing overall packaging waste across the EU Promoting recyclability and reuse Introducing uniform labelling and identification rules Reducing unnecessary single-use packaging Strengthening producer responsibility (Extended Producer Responsibility – EPR) For packaging manufacturers, fillers and distributors, the PPWR will introduce clear requirements for material selection, design and recyclability. A strong focus will be placed on sustainable packaging design, including mono-material solutions, recycled content and improved sorting or collection efficiency.

As of 2025, the PPWR is in the final negotiation stage between the EU Council, Parliament and Commission. Its entry into force is expected around 2026, with transition periods extending to 2030.
